A Software Upgrade to Sustainably Empower the Jordanian Ministry of Education
For years, cumbersome data collection software undercut the Jordanian Ministry of Education’s (MoE) sense of ownership over its own data. Relying on complex customized software for its early grade learning assessment and classroom observation data, the MoE could not access results or revise tools without the software developer’s expertise. This inefficient setup undermined the MoE’s ability to make timely data-driven decisions and update tools.
As an Implementing Partner of USAID Early Grade Education Activity (ASAS), School-to-School International (STS) helped the MoE regain ownership of its data by supporting its transition to the Tangerine® platform, which STS has used since 2015. In 2023, as part of the USAID ASAS, STS used the MoE’s annual Lot Quality Assurance Sampling (LQAS) Arabic reading and math assessment as an opportunity to transition the MoE’s existing digital tools to Tangerine. STS also trained the MoE how to create and revise tools in Tangerine so the MoE itself could access data and update tools.
The transition to Tangerine went smoothly. The MoE collected LQAS data from over 15,000 students across every Field Directorate in Jordan. Tangerine’s easy-to-use web and app interface won over the MoE, and the prospect of hosting its own Tangerine server also intrigued MoE staff.
Such a positive experience convinced the MoE to use Tangerine for other purposes, including its first national IDELA assessment and its biannual EGRA and EGMA. Now, ASAS is working with the MoE to upgrade its classroom observation using Tangerine:Coach. Overall, the transition to Tangerine has empowered the MoE to enhance its early grade assessment system, and it is now easier for it to use data to make decisions that improve student learning.
